The President signed an order on December 31st, 2007 about making additions to the “State Programme on Improvement of living conditions of refugees and compelled Immigrants and on increment of employment” affirmed by Ilham Aliyev, the president of the Republic of Azerbaijan, with the Order # 298, dated July 1st, 2004.

Ali Hasanov, the assistant of the Prime-Minister, the chairman of “Dovlatqachqinkom” reported about it, in the press conference on November 1st. A. Hasanov considered the conference historical, which was held on September 4th at President. He also reported about the difference between this conference with the conference dedicated to the social problems of the refugees and compelled immigrants exiled from their native lands by armenian agaggressors.

The chairman of the committee told, that 3 cases attracted special attention in the previous programme. 1. To improvement of the living conditions 2. To making business with international organizations and to employment. Preserving it in the renewed programme, the main attention was directed to creation of infrastructure – gas, electricity and water supply, to the construction of road and sewerage systems, schools, hospitals and a lot of other cases. It especially refers to Agdam, Fuzuli and Bilasuvar regions.

A.Hasanov explained all the paragraphs of the programme in details.Regarding Ilham Aliyev’s first visit with compelled immigrants in Bilasuvar region on the eve of elections,where he promised to abolish all IDP camps, A. Hasanov underlined, that president kept his promise. 9 of 12 IDP camps were abolished and eviction of other residents is in the process.

It was informed, that only 49 settlements were constructed. The area is about 872 000 square metres. 47 of the settlements were constructed by means of the State Oil Fund.

Not only dwelling houses, but also infrastructure objects are built here. So, 106 schools were constructed, electric lines 820.0 kilometres in length, also water pipes, roads were installed, new transformers were constructed.

In last 4 years 700 million manats were spent on the provision of refugess’ needs.

But all these settlements are built for temporary location and people should return to their native lands.

A.Hasanov reported, that all the international organisations operating in our country and embassies expressed a positive opinion to the project of this programme.

At press conference, it was informed, that materials in 7 languages were prepared, videofilms were shot about the work realized on 200 year old historical policy of Armenians and on the solution of Garabagh conflict and these were sent to all embassies of Azerbaijan abroad.

At the end, A.Hasanov answered the questions.

By the invitation of the UAE, the representative personnel headed by Ali Hasanov - the assistance of Prime-Minister, the chairman of State Commitee on Affairs of Refugees and Compelled Immigrants paid an official visit to the UAE on October 22-24th.

On the first day of the visit Ali Hasanov met with the management of Development Fund of UAE. During the meeting, the leader of Azerbaijan delegation personnel remarked and appreciated an important role of the UAE in development of the coorporation between two countries, and also remarked that Azerbaijan government appreciates the role of that Fund in project, put on the practice successfully in our country.

He afterwards reported the UAE about the emergence reasons and the present condition of Garabagh conflicts between Armenia and Azerbaijan. A. Hasanov noted, that all wel-known respected organisations of the world supported the just stand of Azerbaijan and also remarked President Ilham Aliyev’s resolute determined ground on this case.

The assistant of Prime Minister spoke about approximately 1 million refugees and compelled immigrants compelled from thier houses as a result of conflict, about their miserable conditions and so they are going to be solved by Azerbaijan Government.

He also noted that new temporary settlements were built for refugees and compelled immigrants and drew attention using visulal materials. A. Hasanov remarked that the projects that will be realized for refugees and compelled immigrants by the Development Fund of the UAE and on this purpose, noted, that a special mission of the Fund to Azerbaijan would be advisible. He also informed that Azerbaijan was ready to present specific projects in humanitarian sphere.

The management of the Development Fund of the UAE has noted, that the project in Azerbaijan with the participation of this fund was successfully accomplished. The UAE notified, that he watched the events took place in Azerbaijan and was ready to cooperate with our country at all times.

According to A.Hasanov’s offer, the acquaintance with the projects on mitigation of refugees and compelled immigrants’ conditions and on the purpose of finding out the possibility of taking part in these projects, a special mission will be sent to our country and he noted that at present other branches, also the possibility of fulfilment of the projects on humanitarian sphere in Azerbaijan are investigated by the Fund.

At the end of the meeting both of the parts once again declared, that they would continue thier efforts for development of mutual relations.

The same day A.Hasanov met with Mr. Saleh al-Vuheybi, Head Secretary of World Islam Youth Assembly. Giving a short information about the activity of assembly, Saleh al-Vuheybi noted, that this agency has 50 offices in the world. He also thanked Azerbaijan Government for condition created for efficient and pure activity of Baku office of this agnecy.

Ali Hasanov told, that World Islam Youth Assembly has been operating in Azerbaijan since 1995. During this period normal business relations arose between Azerbaijan government and Assembly, also establishment has been operated in accordance with Legislation of the country.

A. Hasanov thanked the establishment for caring about the problems and for activityies in problem solving directions. He also informed about the present situation of Garabagh conflict between Armania and Azerbaijan.

At the end, he invited the assistant of Prime-minister Mr. Valeh al-Vuheybi to Azerbaijan. Besides it, A. Hasanov offered to hold an international conference in Baku, by the participation of the leading humanitarian organisations of gulf arabian states with the purpose of drawing attention of world community to get acquainted with refugees and compelled immigrants’ condition.

In both meetings it was informed about the events held in the direction of improvement of life conditions of refugees and compelled immigrants owing to Ilham Aliyev, President of the Republic of Azerbaijan. Videofilms, photoalbums, materials were prepared in Arabian language about the work done by state and international humanitarian organisations.

Next day A. Hasanov met with Ahmad Mahammad Ali, the president of Islam Development Bank. He thanked Ahmad Mahammad Ali for his visit to IDP camp and he also thanked the bank for taking part in projects considered for refugees and compelled immigrants.

Giving a comprehensive information to his interlocutor about recent events held in the direction of improvement of life conditions of refugees and compelled immigrants. A. Hasanov has noted, that 5 secondary schools and 5 medical centers were constructed in new settlements in Bilasuvar region for compelled immigrants living in IDP camps, also the construction of drinking water supply system was completed.

The president of the bank thanked the delegation personnel for transparent realization of projects in short time. He also stressed the improvement of life conditions of refugees and compelled immigrants owing to Ilham Aliyev, President of the Republic of Azerbaijan, the events realized in the direction of solution of social problems were welcomed with favour and stressed that the visit of Azerbiajan delegation personnel to the UAE attains special meaning for drawing the problem to the attention of world society .

Ahmad Mahammad has considered advisable the contiuation of consequent events held in this direction in future and told that the Economy of Azerbaijan developes in high speed, at the same time he noted that compeled immigrants will always be in need of the aid rendered by international financial organizations, also international humanitarian organizations even when they return to their native places. As the credit agreement related with compelled immigrants was executed in high quality before the appointed time, he noted that new credit investment would be allocated on that purpose.

On the same day A.Hasanov has also met with Ikmaladdin Ihsanoglu, Head Assistent of Islam Conference Organization. During the meeting A. Hasanov provided information about the present condition of refugees and compelled immigrants and consequent events in the direction of improvement of their conditions. He thanked for support rendered by Islam Conference Organization in the solution of Garabagh conflict between Armenian and Azerbaijan and for taking part in projects considered for refugees and compelled immigrants.

I. Ihsanoglu told, that owing to the political activity of Ilham Aliyev-the president of the Republic of Azerbaijan, the post of our country in international world became more powerful and also stressed that Azerbaijan was in need to prove his rightness in international organizations.

Head assistant has noted, that the cooperation in the direction of giving support to refugees and compelled immigrants will continue and it has been noted that the discussion would be held on problems of refugees and compelled immigrants in one of the next meetings of the establishment.

The next meeting has been held in “Islami-Nijat” international humanitarian organization. Here, A.Hasanov has met with Mr. Adnan ibn Khalil Pasha, head assistant of the mentioned organization. By the invitation of the Amirates Mr. Adnan ibn Khalil Pasha highly appreciated the visit of Azerbaijan delegation personnel to that country and thanked Azerbaijan government for creation free, transparent working environment for Azerbaijan office of the organization.

The head of Azerbaijan delegation personnel thanked for assistance rendered to “Islam-Nijat” organization for last 14 years, especially during humanitarian crisis and noted, that compelled immigrants settled in two IDP camps being under protection by the same organization for 13 years, have already been evicted temporarily to new settlements.

A. Hasanov informed, that new settlements having social-technical infrastructure were constructed due to the means of State Oil Fund, although, still the help of international humanitarian organizations were needful.

In return for it, Mr. Adnan ibn Khalil Pasha expressed, that they were ready to strengthen their activities in our country under the legislation of the Republic of Azerbaijan.

The assiatant of Prime-minister, the chairman of Republic Commission on Struggle against Narcomania and Illegal Working of Narcotic Remedy, also met with general-leutenant Talal ibn Mokhsin al-Angavi, the commander of Border Services of UAE.

Talal ibn Mokhsin al-Angavi expressed, that there historically existed religious, race realtions between our counties. He also noted, that the relationship between our countries got over the professional line after the official visit of Ilham Aliyev, President of the Republic of Azerbaijan, besides it, expressing that his country has not any political, economical relations, defending the justice of the rights of Azerbaijan in all international ceremonies and stressed, that the management of the UAE always showed close interest to this problem occured in Azerbaijan.

He noted, that territorial integrity of Azerbaijan has to be restored, the compelled citizens have to return to thier native places.

In the meeting, they stressed the importance of arrangement of joint international level ceremonies and the cooperatrion of corresponding state organizations on the problem of refugees of the world, illegal migration and struggle against illegal narcotic turnover.

A.Hasanov forwarded the attention of the participants to the fact, that an income received from the narcotic drug grew in the invaded lands were forwarded to the armamanet of Armenian armed forces.

Talal ibn Mokhsin al-Angavi expressed, that commencing from 2003 the area of UAE is trying to be used as transit of narcotic drug and border troops use technical means in order to prevent it.

He also notified, that he was ready to cooporate with Azerbaijan side in the directon of discussed matters and noted, that such kind of visits will strengthen the cooperation between our countries.

In all meetings, with the purpose of atracting attention of the international society to Garabagh conflict between Armenia and Azerbaijan, materials prepared in Arabic language, photoalbums, videofilms, also, the book of “Information about Ethnic cleaning realised in Armenia and about 1 million refugees and compelled immirants appeared as a result of invasion of 20% area of Azerbaijan by Armenian armed forces(1988-2005 years)”, information about conditions and social maintenance of refugees, compelled immigrants, also the book of “Homesickness and inextinguishable hopes”dedicated to the social condition of refugees and compelled immigrants was presented.

Under the leadership of the President of The Republic of Azerbaijan Ilham Aliyev, the meeting was held in the President Palace on September 4. The discussion in the meeting was about the problems of the citizens driven out of their native lands as a result of Armenian military aggression. Our leader opened the meeting with his opening speech and spoke about the refugee problems and compelled immigrants that are on the focus of attention at all times. The President appreciated all the work executed on this sphere, commenting that all the plans emerging from the State Program approved under the decree number 298 in 2004 have been successfully realized.

Furthermore, as a result of meeting Mr. President has considered important to sign new decrees in the nearest future and to make appendices to State Program; to abolish exploration fin type settlements and to construct new settlements for 25 thousand compelled immigrants, to remove 11 thousand immigrants to new settlements settled in 262 schools providing general education, to repair repairable schools settled by immigrants, to reconstruct irreparable school buildings, to move 6 thousand people to new settlements settled at military departments of Ministry of Defense; to organize repair works in 239 hospitals settled by 60 thousand compelled immigrants; to make artesian wells; to lay roads and gas lines, to prepare the decree project for the purpose of granting state status to settlement Horadis, to construct new modern medical centers of diagnostics in region Fuzuli, to provide all possible help to people suffering from serious maladies in the country and abroad, to raise employment for compelled immigrants in new settlements, to found bread and milk shops, fruit and vegetable processing enterprises and other small enterprises in those settlements, to increase monthly expenses of the food given to compelled immigrants.

In the end President noted that all these measures are of temporary character and after all the lands are free from occupation, new modern settlements will be constructed in the place of old settlements.

Since September of 2004 year, the Head Secretary of UNO on affairs of Refugees and the Compelled Immigrants Mr. Walter Kalin was in Azerbaijan with official visit on April, 2-6, 2007.

As the professor of Bern University, he headed preparation of reports on conformity of Major principles to the national legislation of Southern Caucasian countries, at the same time in Baku, on February 21 he participated at the action connected with the lead reports.

During the official visit to Azerbaijan on April 2, 2007, Mister Kalin held a meeting with the President Mr.Ilham Aliev. During the meeting, the parties have exchanged opinions concerning to a problem of the compelled immigrants.

Within the limits of the visit schedule, Mr. Kalin has lead meetings with the assistant of Prime-minister A. Gasanov. During the meeting, the reasons and results of Armenia - Azerbaijan, Nagorno-Karabakh conflict have been discussed, also it has been discussed the work executed by the government in the direction of solving conflicts in peace. The representative of UNO has been informed about the program for improvement of a social status of the compelled immigrants, also the participation of the international organizations has been noticed. Expressing gratitude to UNO organizations and to other international organizations for the help the refugees and the compelled immigrants especially in 1994-1995, Mr. A.Gasanov has noted that, if the help had not been rendered, Azerbaijan could go through humanitarian crisis.

Guest has been informed about destruction of camps for the compelled immigrants and about resettlement of refugees in the small towns constructed for means of the State Oil Fund. The assistant of Prime-minister has expressed the opinion to some concepts of UNO, such as " the compelled immigrants " which are not used any more during acceptance of those documents. Mr. Kalin has expressed gratitude for the full information and has been completely satisfied by work of the State, executed for refugees and the compelled immigrants. The visitor has also emphasized that, Azerbaijan has shown ability, finding means, and improves a social status of these people. He approved the actions executed in the sphere of corresponding legislation, effective actions of the state with the international organizations, in general organization of the international cooperation on refugee problems and the compelled immigrants.

The representative personnel under the direction of Mr. Kalin the visited regions Sumgait, Sabirabad, Imishli and Bilasuvar and met the compelled immigrants in Sabirabad region, guest was informed that, in camp for refugees and the compelled immigrants "Galagayin", 2189 refugee families from grasped by Armenia areas were settled. During the meeting with representatives, the refugees, expelled from their native land and compelled immigrants from Jabrail, Zangilan, Fuzuli areas showed gratitude to Prime-minister for paid visit, they also regretfully noted that, hope to the international organizations on the account of settlement of conflicts has not been carried out yet. Four confirmed conclusions of UNO remain not executed. Should be put pressure upon the opponent, it is necessary to apply corresponding sanctions, the rights of more than 1 million people should be restored. It has been mentioned that, Azerbaijan has lost 20 % of its territory after the entry into UNO. One member of the organization has encroached on the rights of another. We ask for UNO to take effective measures. It has been informed that, our national government takes all necessary measures for improvement social and living conditions for the compelled immigrants. But the hugest blessing for us is peace, the warmest place is our native land. The National Organizations as UNO should support validity and try to resolve the conflict. Walter Kalin has noticed that, the purpose of his visit consists in meeting with you and become acquainted with your position. Unlike other countries suffering from military conflicts, your intolerable position proceeds long time. I hope that, the conflict will be resolved in near future. The international Organizations also wish it. On the basis of my impressions, I shall give the recommendation to Prime-minister of UNO, the Main Assembly of the organization, the Organization on Safety and Cooperation.

During visit to Azerbaijan, the representative of UNO has lead meetings with ministers of foreign and internal affairs. He also met with Ministers of economic development, with Ministers of Education, finance, work, social protection of the population, with chairman of the State Committee on Family Problems, with the representative on human rights, with the management of the international and national non-governmental organizations.

In the end of visit Mr. Walter Kalin has held press conference at office of the program of development UNO in relation to results of visit to Azerbaijan Republic.

On February 21, 2007 at “Gulustan” Palace the presentation of the documentary film “Homesickness… Inextinguishable hopes” was held, dedicated to the Azerbaijani refugees who were wandered out of their native lands at the result of Garabagh conflict between Armenia and Azerbaijan.

The Head of Executive Body of Azerbaijan Republic, State Adviser, Head Minister, Members of National Assembly, Ministries, State Committees, Legal Defense Bodies, Central Organizations, Executive Bodies of City and Regions, Embassies of foreign countries in Azerbaijan, international, local humanitarian and development organizations and mass media operating in Azerbaijan attended in this ceremony.

This documentary film reflected the historical facts of the most ruthless evil deeds of all mankind which were carried out by Imperial Russia, its legacy USSR and Armenians, which was the instrument in their hands against Azerbaijan people in XVIII-XX centuries. Also the accepted decisions about Azerbaijan by the international organizations, the facts of improving the conditions of refugees after returning of the National Lider Haydar Aliyev to Azerbaijan and by the follower of his policy Ilham Aliyev were lightened on this film.

On December 3-6, 2006 the delegations, under the leadership of Mr. A.Hasanov, the assistant of the Prime-minister of Azerbaijan Republic, the Chairman on Affairs of Refugees and the Compelled Immigrants paid an official visit to Kuwait, by the invitation of Abdulla Matuq Al- Matuq, the Minister of Justice, Vaqfs and Islamic Affairs with a view of carrying out negotiations on expansion of relations in Humanitarian sphere.

Within the limits of the business program Mr. A.Hasanov, the assistant of the Prime-minister of Azerbaijan Republic, the Chairman on Affairs of Refugees and the Compelled Immigrants spent meetings with Mr. Sheykh Nasir Al-Mahammad Al-Ahmad Al-Sabah, the prime minister of Kuwait; Mr Casim Mahammad Al-Kharafi, the Chairman of National Assembly; Abdulla Matuq Al-Matuq, the prime minister on Affairs of Refugees and the Compelled Immigrants; Barcis Hamid Al-Barcis, the representative of Red Half-moon Society; Mr.Abdul Gadir Acili, the general director of the “Zakat Evi” Charitable Organization; Mr. Yusif Hacci, the Head of Humanitarian Organization “International Islam”.

At the end of visit, the correspondent of the influential Kuwaiti newspaper “Al-Rey” took extensive interview from Mr. A.Hasanov on themes Armenia-Azerbaijan, Garabag conflict, the purpose of visit, impressins on spent meetings.

On July, 26, 2006 within the limits of visit to Azerbaijan group of the representatives headed by Executive Director on the World Food Program of the United Nations by Mr. James Morison with participation of the Chairman of the Committee on refugees and IDPs, chairman of the Republican Commission on the International Humanitarian Help Mr. A.Gasanova have visited some settlements of refugees and IDPs. Visitors have familiarized with position of temporarily lodged IDPs, taking place in tent camp "Qalaqayin" in territory of Sabirabad area, on the railway in commodity cars in territory of Imishli area and in new settlements in territory of Bilasuvar area. The IDPs have expressed the gratitude to Mr. James Morison for conducting long activity in territory of the Azerbaijan Republic and prolongation of the Food Program for 2 years.

In spite of economic development of Azerbaijan, for the achievement of the purpose even being beyond report on February, 24, 2005 the President of the Azerbaijan Republic Mr. Ilham Aliyev during the visit to Italy, has been met with the assistant to Executive Director of the World Food Program of the United Nations and brought to the notice of him that rendering of the humanitarian help is very important before returning the IDPs to the native land. As a result of it the World Food Program of the United Nations in Azerbaijan has made the decision on continuation of the humanitarian help from July, 1, 2006 till June, 30, 2008 for the period of 24 months (first year - to 154 persons, and second year - to 134 persons) to the refugees, IDPs and also needy families in US$15, 66 million amount.

On March, 1st, 2006 the President of the Azerbaijan Republic Ilham Aliev in territory of Agdam area according to the order № 80 of the President of Azerbaijan Republic from February, 4th, 2004 «About acceptance of measures for improvement of social, housing - room position and maintenance of problems of employment of the idp’s which have abandoned the lands as a result of capture of territory of the Azerbaijan Republic by the Armenian armed forces, temporarily lodged in camps in territory of Barda and Agjabedi areas, and also in railway cars in territory of Barda area » has familiarized with new built settlement and has taken part on opening of "Banivsha" settlement (consisting of 460 houses).
