On approving the Order for defining the amount of non-recurrent non-refundable financial assistance and approving the Role of allocating it for IDPs families to be engaged in agriculture whose land areas are allocated in newly constructed settlements in Bilasuvar, Aghdam and Fuzuli regions

In accordance with the execution of the 3rd paragraph of Item 2 of Decree No 577 of the President of the Republic of Azerbaijan dated September 7, 2001 “On some measures in accordance with IDPs, who have been displaced from Aghdam and Fuzuli regions and temporarily settled in tent camps as a result of the occupation of Azerbaijan territories by Armenian armed forces, to be settled down in the territories of the same regions” and Item 5 of Decree No 700 dated May 13, 2002 “on some measures held for improving social – living conditions of internally displaced persons settled in five tent camps situated in Bilasuvar region” Cabinet of Ministers of the Republic of Azerbaijan DECIDES.

1. The Order for defining non-refundable financial assistance so as 1 (one) million manat for IDPs families to be engaged in agriculture whose land areas are allocated in newly constructed settlements in Bilasuvar, Aghdam and Fuzuli regions.

2. “The Order for defining non-refundable financial assistance for IDPs families to be engaged in agriculture whose land areas are allocated in newly constructed settlements in Bilasuvar, Aghdam and Fuzuli regions” to be approved (annexed).

3. The affairs in respect of the execution of the decision to be solved by the Ministry of Finance, Ministry of Agriculture of the Republic of Azerbaijan, State Committee on the affairs of refugees and IDPs and State Oil Fund.

4. The Decision is valid only when it’s signed.

Approved by the Decision No 182 of the Cabinet of the Ministers of Azerbaijan Republic of 19 November 2002.

“The Order for defining non-refundable financial assistance for IDPs families to be engaged in agriculture whose land areas are allocated in newly constructed settlements in Bilasuvar, Aghdam and Fuzuli regions”

1. The Order is made on 3rd paragraph of Item 2 of Decree No 577 of the President of the Republic of Azerbaijan dated September 7, 2001 “On some measures in accordance with IDPs, who have been displaced from Aghdam and Fuzuli regions and temporarily settled in tent camps as a result of the occupation of Azerbaijan territories by Armenian armed forces, to be settled down in the territories of the same regions” and Item 5 of Decree No 700 dated May 13, 2002 “On some measures held for improving social – living conditions of internally displaced persons settled in five tent camps situated in Bilasuvar region” and defines the mechanism on allocating non-refundable financial assistance for IDPs families to be engaged in agriculture whose land areas are allocated in newly constructed settlements in Bilasuvar, Aghdam and Fuzuli regions.

2. Due to the aforesaid decrees the resource is intended within the same amount in appropriate expense article of the budget of State Oil Fund authorized in 2002-2003 and transferred to the special account of State Committee on the affairs of refugees and IDPs (hereinafter Dovlatqachqincom) in treasury for defining non-refundable financial assistance for IDPs families to be engaged in agriculture whose land areas are allocated in newly constructed settlements in Bilasuvar, Aghdam and Fuzuli regions.

3. With the object of defining non-refundable financial assistance for IDPs families to be engaged in agriculture whose land areas are allocated in newly constructed settlements in Bilasuvar, Aghdam and Fuzuli regions related region executive power bodies present Dovletqachqinkom the list approved with the name of head of the same IDPs families within a month.

4. Non-refundable financial assistance for IDPs families to be engaged in agriculture whose land areas are allocated in newly constructed settlements in Bilasuvar, Aghdam and Fuzuli regions are paid to the same IDPs families as per the list presented for this purpose by Dovletqachqinkom through local branches of United Universal Joint-Stock Bank, with the participation of Dovletqachqinkom and the representatives of related region executive power bodies.
