ORDER of the President of the Azerbaijan Republic on Making Additions to the "State Program on Improvement of Living Conditions of Refugees and Internally Displaced Persons and Employment Promotion" approved by Order No.298 of the President of the Azerbaijan Republic, dated July 1, 2004 Affairs considered in the "State Program on Improvement of living conditions of refugees and internally displaced persons and employment promotion" approved by Order No.298 of the President of the Azerbaijan Republic, dated 1 July, 2004, are put in execution successfully.
47 new settlements were built for refugee and internally displaced families by funds of State Oil Fund of the Azerbaijan Republic in different cities and regions of our country. More than 100 schools, tens of hospitals, cultural centers were constructed and appropriate infrastructures were created. 70 000 refugees and internally displaced persons settled in new built settlements.
In the last 4 years 9 of 12 IDP camps were abolished. According to the program, 19 000 people temporarily settled in the rest 3 IDP camps and railway carriages will be moved to new built settlements till the end of the current year and so, no IDP camp will exist in Azerbaijan.
At the same time, majority of internally displaced persons are living in public buildings unfit for consumer, hostels and in other places under difficult conditions and they face education, health, employment and other problems.
For solving the problems on strengthening the social protection of refugees and internally displaced persons, improvement of their living conditions, employment promotion and also other problems I hereby decide:
