1. In order to reorganize the works, carried out due to the humanitarian help received in Azerbaijan and considering the changes made in the Presidential Office of the Republic of Azerbaijan, and also in the Ministry of the Republic Republican commission for international humanitarian and technical help should be created as following:

Affairs considered in the “State Programme on Improvement of living conditions of refugees and compelled immigrants and on employment increase” affirmed by Ilham Aliyev, the president of Azerbaijan Republic, with the Order # 298, dated 1 July, 2004, are put in execution successfully.

47 new settlements were built for families of refugees and compelled immigrants by means of State Oil Fund in different cities and regions of our country. More than 100 schools, tens of hospitals, cultural centers were constructed and appropriate infrastructures were created. 70 000 refugees and compelled immigrants settled in new built settlements.

In the last 4 years 9 of 12 IDP camps were abolished. According to the programme, 19000 people temporarily settled in the rest 3 IDP camps and wagons will be moved to new built settlements till the end of the current year and so, no IDP camp will exist in Azerbaijan.

At the same time, majority of compelled immigrants are living in public buildings unfit for consumer, hostels and in other places under difficult conditions and they face with problems in the area of education, health, employment and other problems.

I make a decision with the purpose of solution of problems on strengthen the social defense of refugees and compelled immigrants, improvement of their house-mode conditions, employment increase and also on the ground of solution of other problems.

1. “State Programme on Improvement of living conditions of refugees and compelled Immigrants and on employment increase” affirmed by Ilham Aliyev, the president of Azerbaijan Republic, with the Order # 298, dated 1 July, 2004 should be confirmed.(added)

2. State Programme on Improvement of living conditions of refugees and compelled Immigrants, Ministry of Finance of Azerbaijani Republic, Ministry of Economic Development of Azerbaijani Republic and State Oil Fund of Azerbaijani Republic should take appropriate measures for taking into account the means related with realization of the works considered with this Regulation, in the budgets of other years.

3.The Cabinet of Ministers of Azerbaijani Republic.

3.1.To report the president of Azerbaijani Republic about the work related with the execution of additions considered on the first paragraph of this Regulation.

3.2. To fulfill other matters arising from this Regulation.

4. This Regulation comes into force from the moment it is signed.
