Brief data on the activity coordination of international, local humanitarian organizations and the organizations of development founded by them in the Azerbaijan Republic

By order no. 144 of the President of the Republic of Azerbaijan of January 15, 1995 the Republican commission for international humanitarian help was created.

On the basis of "The State program for the improvement of living conditions of refuges and IDPs and the increase of employment among them", approved by the Order no. 298 of the President of the Republic of Azerbaijan of July 1, 2004, the activity of the international, local humanitarian organizations and the organizations of development operating in our country founded by them, is coordinated by the Republican commission for international humanitarian help and carried out through a department for Refugee and IDP problems, migration and the work with international organizations of the Ministry Office.

The president of this commission is the deputy prime minister- Mr. Ali Hasanov.

In order to realize the urgent measures for the state registration of these organizations, as well as for the solution of visa, taxation and other problems, the improvement of living conditions of more than one million refugees and IDPs including the needy population, the solution of their social problems, the Commission together with international, local humanitarian organizations and organizations of development formed by them carries out of the analyses and discussions, provides the definition of priorities, and the realization of urgent measures in this field.

At the same time, the Commission coordinates the realization of the projects directed to the creation of workplaces for the population lo live a well-to-do life, to providing the population of indicated categories with food, nonfoods and refuges, supports the long-term steady economic, and social development of the democratic civil society in order to solve the problems of public health services and for poverty reduction.

Questions of infrastructure normalization, the coordination of social development, the registration of the humanitarian cargoes arriving in the country without being involved in taxation, and free of service charges; their deliveries on destination, the construction of settlements and the restorations of houses in the territories released from occupation; the realization of projects of repatriation, rehabilitation, development and a number of other questions is controlled from a common center in interaction with the Ministry for Foreign Affairs, The Ministry of Economic Development, the Ministry of Internal Affairs, the Ministry of National safety, the Ministry of Finance, the Ministry of Labor and Social Protection of the Population, the Ministry of Culture, the Ministry of Education, the Ministry of Health, the Ministry of Youth, Sports and Tourism, the State fund of Social Protection, the National bank, the International bank, The state committee for refugee and IDP issues, the State Customs Committee, the State Committee on Statistics, Restoration Agency, the Fund of Social development of IDPs, the city and regional executive authorities, and other corresponding state and municipal bodies.

The problems mentioned- above and the questions connected with other projects, the meant programs of development are regularly and comprehensively discussed by the Commission with the participation of the heads and representatives of embassies of foreign countries in Azerbaijan, the international financial structures, the countries-donors, international, local humanitarian organizations and the organizations of development founded by them, and solved in a corresponding way.

Projects, meant to be realized by the operating in Azerbaijan international, local humanitarian organizations and the organizations of development founded by them, and also territories on which these projects will be realized, are preliminary coordinated with the commission and the corresponding state bodies, the planned projects are preliminary and comprehensively analyzed and their forthcoming perspectives are defined during the meetings with the heads of these organizations, monthly sessions, and seminars-meetings, where.

At the end of each quarter and year international, local humanitarian organizations and the organizations of development founded by them present reports on international humanitarian help to the Republican commission due to the corresponding forms.

On the basis of the Decree of the President of the Azerbaijan Republic of December 3, 2004 "On social insurance "meaning the inclusion of annexes and alternations to the Law of the Azerbaijan Republic and the Decree no.256 of the President of the Republic of Azerbaijan of June 6, 2005, the organizations of development (employers) founded by the international humanitarian organizations, which activity is financed by donor countries, organizations, private companies, are released from paying the obligatory state insurance added to the salary fund, formed at the expense of the means allocated within the limits of humanitarian programs (during the term of execution of "The State program on improvement of conditions of refugees and IDPs and the increase of employment among them", approved by the order no. 298 of the President of the Republic of Azerbaijan of July 1, 2004).

The new settlements, constructed according to the decrees of the President of the Republic of Azerbaijan

On the basis of the decree no. 577 of the President of the Republic of Azerbaijan of September 7, 2001 "On several measures for settling a part of the IDPs moved from Aghdam and Fizuli areas as a result of the occupation of Azerbaijan lands by Armenian armed forces, and temporarily placed in tent camps" in the territories of Fizuli area 10 settlements consisting of 2021 apartments are constructed and temporarily utilized by IDP families. At the same time, due to the execution of the Decree no. 700 of the President of Republic of May, 13th, 2002 "On several measures on the improvement of the social position of the IDPs who have lodged 5 tent camps in Bilasuvar area" 6 settlements consisting of 2560 apartments are constructed and are temporarily utilized by IDP families. Besides, according to the Decree no. 562 of the President of the Republic of Azerbaijan dated August 22, 2001 “On the solution of the settlement problem of Azeris expelled from their historical lands from the territory of Armenia as a result of ethnic cleaning, conducted by Armenian nationalists " a settlement consisting of 156 apartments is constructed in Ashaghi Aghjakand village of Geranboy area.

In 2004 on the basis of the Memorandum of the agreement between the government of Azerbaijan and the Asian Bank of Development (АBD), signed on October 22, 2002 in Baku, within the limits of the project "Help for the IDPs who have temporarily migrated to Mingachevir", financed by the Asian Bank of Development (АBD) at the expense of the grant of the Japanese Fund for poverty reduction, the construction of a settlement (alongside with the objects of technical infrastructure) for 412 families including 11 families from Gubadli area, 6 from Lachin area, 7 from Fizuli area, 4 from Khojavand area, 254 from Aghdam area, 49 from Khojaly area, 41 from Shusha area, 25 from Kalbajar area, 15 families from Jabrail area. is completed and are temporarily utilized by IDP families populated in the city of Mingachevir - in the buildings of Kura Olympic rowing base, schools no. 4, 8, 11, 18, in an incomplete hotel building.

Thus, during 2001 - 2007 49 new settlements consisting of 15713 apartments have been constructed and given to the temporary use of refugees and IDPs

On the basis of the Decree no. 562 of the President of the Republic of Azerbaijan dated August 22, 2001 by the Agency of the Republic of Azerbaijan on the restoration and reconstruction of the territories, released from occupation, as the organization-builder are constructed and presented to refugees: in Ashaghi Aghjakand village of Geranboy area a settlement consisting of 364 houses, in Shamkir area - a settlement consisting of 126, in Yevlakh – a settlement consisting of 65 houses, in Mehtiabad village of Absheron area a settlement consisting of 108, in Ramana village of Sabunchi area a settlement consisting of 160 houses, in Nakhchivan Autonomous republic - a 4-storied residential building with 48 rooms and 53 individual houses, in Sumgait a 2-storied residential building with 14 rooms and 2 private houses, in Aghstafa area 17 individual houses, in Ismailli area 45 private houses, in Baku 3 , in Oghuz area 3, in Sheki 2, and a private house in Gadabay area (in total 1011 houses and apartments, including 949 private houses and 2 residential buildings with 62 apartments) is constructed, and refugees have moved in new settlements and houses.

Today, in Nakhchivan Autonomous republic new houses for 100 refugee families are under construction.

Since 1995 in 319 the construction work incomplete houses is completed in 18 areas of the Republic.

The registration of 170 refugee families consisting of 793 persons, expelled from Armenia which have replaced their houses and apartments in Armenia for autocratically constructed houses in Baku, to the addresses where they live is implemented, the delivery of the registration certificate to 3823 families consisting of 24385 persons for the houses where they are constantly settled, the gratuitous delivery of the lands of the buildings which are the property of Azerbaijani state, where the refugees expelled in 1988 - 1992 from Armenia, and constantly populated in the territory of our Republic live.

On the basis of the Decree no. 577 of the President of the Republic of Azerbaijan dated September 7, 2001 at the expense of the sum of 84 billion manats, allocated by the State Oil Fund, the construction of 4 settlements for 500 families in Agdam area and 4 settlements for 800 families in Fizuli area for the temporary accommodation of IDPs is completed on November, 2003, these settlements were turned over to the State Commission and the movement of IDPs to the objects is carried out.
