Report of the chairman of the Committee of Ministers was heard at the winter session of Council of Europe Parliament Assembly.
Head of the Federal Department of the Ministry of External Affairs of Switzerland, Chairman of the Committee of Ministers Michelin Kalmi-Ray informed about inter-session activities of the organization headed by him and as usual answered the questions of deputies asked him in verbal and written form.
Member of Azerbaijan delegation Gultakin Hajibayli applied to the chairman with the following question “In December 23, municipal election was held in Azerbaijan. Over 700 thousand people internally displaced from their homes as a result aggressive policy of Armenia couldn’t take part in the election as they were disfranchised. Will the Council of Europe again base on Minsk group of OSCE whose activity doesn’t give any effect? Couldn’t the Council of Europe demonstrate courage in execution of his decrees? ”
Mrs. Michelin Kalmi-Ray answered that Minsk group is working on returning of Azeri refugees to their homes. There some problems in settlement of this concern. The Council of Europe doesn’t intend to create other format in settlement of Armenia-Azerbaijani, Upper Garabagh conflict. The Council of Europe can only support the works of Minsk group. The group tries to carry out some activities using its influence mechanism for conflict settlement. Thus Committee of Ministers passed over the particular works to be done in silence.
So the first working day of the winter session came to the end.
