Deputy Prime Minister: Europe can benefit from the experience of Azerbaijan in the resolution of the refugees problem

International event was held on June 20- World Refugee Day jointly organized by the State Committee of the Republic of Azerbaijan on Deals of Refugees and IDPs, State Migration Service and the Representative Office of the UN High Commissioner for Refugees in the country. State and government officials, Members of Parliament, representatives of the diplomatic corps in the country attended the event. The representative of UN High Commissioner for Refugees (UNHCR) in Azerbaijan Dag Sigurdson stressed the importance of celebrating World Refugee Day. Deputy Prime Minister of the Republic of Azerbaijan, Chairman of the State Committee on Deals of Refugees and IDPs Ali Hasanov made a speech in the event and said that the refugee problem in the world has reached a very critical point. He noted that the situation is very tense in Europe on this issue. We see it clearly in the mass media too. Overall, this problem almost reached to peak in the world today. The Azerbaijani government set up a special system, mechanism to handle the refugees and IDPs problem. In other words, this problem has not been managed somehow. National leader Heydar Aliyev and President Ilham Aliyev have done a lot of works on the resolution of the refugees and IDPs problem in the last 24 years in our country. If Europe wants, it can use this experience and example. It was noted that refugees, migrants, IDPs problem has always existed in the world. This problem has existed at all times, as long as there was a human society. However, the problem began to intensify after World War II. In other words, the number of conflicts has increased after the Second World War. Therefore, the United Nations adopted the Convention on the Status of Refugees in 1951, and therefore, wanted to explain to the world leaders, leading states that the problem is now intense. After that, the number of conflicts has increased gradually. There were conflicts which haven't been solved from that periods-1950-1960-ies to this day. As the increase of number of conflicts, the number of refugees and migrants has also began to increase gradually. New conflicts occurred after the collapse of the USSR. After the collapse of the Socialist block, the conflicts around the world have doubled. Until then, there was the IDPs problem, but it was not as severe as refugees, migrant problem. The IDPs problem reached to severe situation in the last 30 years, especially after the collapse of the USSR. In 1992, the UN adopted the guidelines to handle issues related to IDPs in the world. Today, there are conflicts in 42 countries around the world, more than 60 million refugees and 40 million of them are IDPs. We have raised this question many times in all the meetings of the UN. If the number of IDPs in the world has passed 40 million today, there is a need to adopt a Convention to manage them. Although there are certain documents for management, this is not enough. Talking about Armenia-Azerbaijan, Nagorno Karabakh conflict, Ali Hasanov stated that the problem has began in 1988, the last 250 thousand Azerbaijanis living in Armenia have been expelled from their lands by Armenian chauvinists in the same year and thus, the new process of refugees has began in Azerbaijan. He expressed that, there are 1 million 200 thousand refugees and IDPs in Azerbaijan as a result of the occupation of Azerbaijani lands by Armenia today. OSCE Minsk Group has not taken any concrete steps to solve this problem since its establishment. In his speeches the President of Azerbaijan has repeatedly said that Azerbaijan will liberate its lands at any way compulsorily on the basis of international law, unless fascist regime in Armenia becomes steady. The only reason for the failure to resolve the conflict is a constructive position of Armenian regime, because they have power due to this conflict. It was noted that the current status quo is unacceptable on the conflict. The leaders of the OSCE Minsk Group co-chairs also stated that the status quo is unacceptable. The prevention of damage caused by the Armenian armed forces in contact line by Azerbaijani armed forces resolutely on April 2-5, once again demonstrated that we are able to return back the occupied territories, as stated by the President of Azerbaijan. It was noted that the Armenian nation is corrupt and treacherous nation. Recently, start of the speeches against Russia because of the objective position of it on the resolution of conflict also proves it. A statue of an Armenian who has served a fascist regime in World War II was erected In Yerevan. It was revealed the true face of the Armenian regime once again. Today, a meeting of the presidents of Azerbaijan and Armenia is held in St. Petersburg with the mediation of the President of Russia. We hope that there will be some progress in this meeting. Justice takes its place sooner or later. We are in favor of solving the problem objectively. President of Azerbaijan stands for the peaceful settlement of the conflict. The president of the country said that we do not want mothers and sisters to be in more tears and we don't want even Armenian mothers be in tears. Look, this is the position of the President of Azerbaijan. But look at the position of the President of Armenia. Serzh Sargsyan has said at a meeting with Armenian youth a few years ago that we took the Nagorno-Karabakh and you-the youth will take the Mount Ararat. How can it be called?! Ali Hasanov stressed the importance of joining efforts together to eliminate the causes of the refugees and IDPS problem. The representative of UN High Commissioner for Refugees in Azerbaijan Dag Sigurdson, whose tenure ended, stated that, it is possible to resolve the problems by solidarity, fight against xenophobia and joint efforts. He stressed the importance of paying more attention to the refugees and IDPs problem by mass media. D.Sigurdson mentioned that other countries can benefit from the experience of Azerbaijan in the resolution of the refugees problem. He stressed that Azerbaijan solves these problems alone. The refugees coming to Azerbaijan in the past now have been integrated into society.
