Deputy Prime Minister, Chairman of the State Committee on Affairs of Refugees and IDPs, Chairman of the Republican Commission on International Humanitarian Assistance Mr. Ali Hasanov has received Resident Coordinator of UN in the Republic of Azerbaijan and Resident Representative of “Development Programme” on 24 June, 2016. At the meeting, the Deputy Prime Minister highly appreciated successful diplomatic activity of Qulam İshaqzai in Azerbaijan, expressed satisfaction with the level of cooperation between Azerbaijan and the UN, the practical implementation of various significant projects and wished the diplomat success in further activity. At the meeting, it was emphasized that relations between the government of Azerbaijan and UN agencies were established on good bases and have entered a new stage of development, the evidence of which is election of Azerbaijan as a full member of Executive Committee of the United Nations High Commissioner for Refugees (UNHCR). It has been noted that the Azerbaijani government has done a great job for solution of the problems of refugees and displaced persons in the country. All these were highly appreciated both by the UNHCR and other officials who consider that experience of Azerbaijan can be an example for the countries facing similar problems. Deputy Prime Minister, expressed his gratitude for the humanitarian and development projects implemented by the International Humanitarian and Development Organizations operating in our country associated with our compatriots who have been displaced from their native lands as a result of the conflict and mentioned that totally 1 billion dollars were spent up to now for the social defence of refugees and internally displaced persons by the international organizations operating in our country. Funds in the amount of 300 million dollars were allocated for the humanitarian and development projects in Azerbaijan by UN agencies up to now and 110 million dollars from this through the representation of the UN World Food Program in Azerbaijan, 100 million dollars through the representation of the UN High Commissioner for Refugees in Azerbaijan and other remaining funds by other UN agencies were spent for the various humanitarian and development projects. Deputy of Prime minister said that Azerbaijan is advancing in the right direction under the guidance of President Ilham Aliyev and always achieves successes. Ali Hasanov also stressed that Azerbaijan government provides all necessary conditions for the refugees and internally displaced persons. In the meeting, in which consequences of Armenia’s military aggression, the condition of refugees and internally displaced persons, work done in the field of improving their social, housing and living condition and other issues were dealt with in details, views on the Armenian-Azerbaijani Nagorno-Karabakh conflict, its history and causes, policy pursued by the government of Azerbaijan to resolve the conflict, problem that has still remained unresolved due to non-constructive position Armenia, loyal attitude of the OSCE Minsk Group, as well as some international organizations towards the settlement of the problem and other issues have also been exchanged. By emphasizing that our country has faced with a serious problem like Azerbaijan-Armenia, Nagorno-Karabakh conflict after gaining independence no progress has been achieved to solve the problem up to now Ali Hasanov has expressed his regret that there is lack of implementation mechanism of the decisions adopted by the world community and powerful organizations. He also emphasized that Armenia, which has occupied 20% of Azerbaijan lands, has plundered our national and cultural wealth and the entire infrastructure has been destroyed. Armenia ignores the resolutions and decisions adopted by the UN Security Council and other international organizations on the conflict. The talks of the OSCE Minsk Group for the resolution of problem have not yielded any results. Ali Hasanov stated that the President of Azerbaijan Republic carries out an independent policy and cooperates with all the countries. But why this problem is not resolved? No one responds to this question. But they should know that the justice will take its place sooner or later. The perpetrators of this injustice whenever will face with this problem. Ali Hasanov noted that, continuing to occupy the Azerbaijani lands, aggressive Armenia achieved nothing. For this period, the economy of Armenia appeared in even more difficult situation. For the last years, the Armenian people benefited nothing from the conflict, on the contrary, a lot of things lost. Azerbaijan after restoration of its independence has built a democratic, constitutional state. OSCE Minsk Group has been engaged in the settlement of the problem more than 20 years, but what could it achieve during these years? Nothing. They just come and go as tourists. Our President, state pursues a policy of peace. We don’t want war, we want a peaceful solution to the problem. But the patience of Azerbaijan Republic and people has a limit, but we have already lost our patience. The last events showed that if it goes like this, Azerbaijan will release its lands itself on the basis of international law. Deputy Prime Minister expressed: “We think that, this problem will end. Azerbaijani and Armenian people will continue to live in the neighborhood after the solution of the problem, as they have lived for 200 years before. If Armenians realize this quickly much, it is also good for them. If there was no Armenia-Azerbaijan, Nagorno Karabakh conflict, oil and gas pipelines would pass from the territory of Armenia and they would benefit from this. They have isolated themselves from this with this problem.” Today Azerbaijan is open for the world, it is the most tolerant country. Representatives of all nationalities, religions live here as one family, in the conditions of peace and tranquility. Churches and synagogues function in Baku. Over the last ten years, the country has held two interreligious international conferences. Religious leaders almost from 160 countries participated in these events. Over the last ten years, Azerbaijan, quickly developing under the leadership of President Ilham Aliyev, has turned into one of the authoritative countries of the world. We are already recognized and accepted not as the oil and gas country, also as the country realizing global projects, accepting the important actions directed on the solution of universal problems. We can show as an example “Eurovision” song contest, First European Olympic Games held in Baku for the first time, international dialogue forums and many other similar events. At the meeting, Ali Hasanov stated: "Today Azerbaijan has developed rapidly as a result of the successful policy of the President of Azerbaijan Republic Mr. Ilham Aliyev and has become one of the world's leading countries. Azerbaijan occupies an important place among the rapidly developing countries in UN documents. Current tolerance in Azerbaijan where the different peoples and nations live friendly is cited as example to the world. Today Azerbaijan is known and accepted as a country which implements global projects and hosts important events on the solution of human problems. 800 thousand refugees came to European countries having 550 millions of people in total. See what happens to those refugees in those countries. However, no one asks how does the President of Azerbaijan Republic which has 10 million populations Mr. Ilham Aliyev deal with 200 thousand refugees and IDPs? Today look at what's happening on the human rights in Europe". Mr. President has always stated in his speeches that, Azerbaijan has a very great experience in this field and European counties can also use this experience. Providing information on Armenia-Azerbaijan, Nagorno Karabakh conflicts deputy prime minister stated that 20 percent of Azerbaijani territories was occupied and more than 1 million compatriots became refugees and IDPs in the issue of Armenia’s military aggression. He mentioned that fair position of our country obtained further support in the issue of deliberate policy of the President Ilham Aliyev and emphasized developing prestige of Azerbaijan in the international arena as well. The problem hasn’t been solved yet due to the non-constructive position of Armenia that ignores resolutions of authoritative international organizations. Ali Hasanov gave information about the works implemented by the President Ilham Aliyev and international organizations for the improvement of social and living conditions of refugees and IDPs. Deputy Prime Minister stated that, currently our lands under the occupation are used for the transportation of narcotic drugs by Armenians, narcotic plant cultivation and as well as the uncontrolled zone for transnational crime and narcotic drugs are processed in special laboratories in these territories and sent to the various countries. The delegation of Azerbaijan announced the fact about engaging of Armenia with such crime to the world community which is dangerous for the whole world during the 30th Special Session on World Drug Problem and fight with this of UN General Assembly. But unfortunately serious pressure is not put in order to prevent such illegal actions and sanction is not applied against aggressive Armenia not following the resolutions adopted by the international agencies. He also mentioned that, as a result of the provocative attacks of aggressive Armenia our territories in the contact line were fired regularly and as a result of this damage caused to the IDPs and local residents, houses were destroyed and residents were killed among the civilian population. The Deputy Prime minister mentioned at the meeting: Aggressive Armenian armed forces which occupied our territories attacked on our positions in the line of contact at the recent days and as a result of this our armed forces and civilians were killed. Such kind of their acts of provocation is condemned by the several countries and international organizations. I think that, the international organizations should carry out practical, concrete works related to the withdrawal from the occupied Azerbaijani territories of Armenian armed forces. At the meeting of Security Council Mr. President also emphasized that the Azerbaijani army has decently responded to the provocative attack of Armenians in the line of contact on April 2 and gained a great victory. So after that all the provocations of the enemy will not remain unanswered. Because Azerbaijani army is capable of it. Armenia doesn’t want peace and doesn’t want to be withdrawn from the occupied lands and its all efforts were directed to maintain status quo to the maximum. Armenia has violated all international norms. At the same time Mr. President mentioned: “We want to solve the problem peacefully. We don’t want war and bloodshed So, 16 people were killed, 40 people were injured out of IDPs, 228 apartments resided by IDPs were damaged, 43 houses out of them were completely and 185 houses were partially destroyed and about 235 cattle were perished. Ali Hasanov has also noted that this situation is very dangerous for the whole region. Therefore, international organizations dealing with the solution of the conflict for a long time and the leading countries of the world represented in the OSCE Minsk Group should ensure the territorial integrity of Azerbaijan and should be able to achieve the restoration of peace and justice in the region. Unless, these states should step aside and Azerbaijan and Armenia must solve this problem by themselves alone.
