Foreword

    As a result of complex political processes, taking place in the region, Azeris have been forcefully expelled from their lands and subject to politically-motivated ethnic cleansing and deportations.
    In the 1980s and the 1990s, as a result of policies implemented against the Azeri population of Armenia, 250,000 Azeris were driven out of their native lands and became refugees. Eager to unite Armenia and Nagomo-Karabakh, Armenians carried out military actions once again directed at Azeris beginning in 1988.
    The Armenian incursion into our country in 1988-1993 resulted in the military occupation of 20% of Azerbaijani lands, namely Nagorno-Karabakh and seven surrounding provinces: Agdam, Fuzuli, Lachin, Qubadli, Cabrayil, Zangilan, and Kalbacar. Nearly 1,000,000 of our nationals turned into refugees and internally displaced persons (IDP). Solving the problems of our compatriots deprived of their native lands has been the focus of President Ilham Aliyev, a worthy continuer of the policies of our people’s national leader Heydar Aliyev.
    In the past 5 years, in order to improve the legal basis of this priority area, the President of the Republic of Azerbaijan has issued nineteen decrees and enactments and one state programme with subsequent amendments. Along with the execution of these orders, sixty-five decrees have passed through the Cabinet of Ministers and one law was passed in the National Assembly. In addition, President Ilham Aliyev participated in one international conference and two large events.
    In the past five years, President Ilham Aliyev who successively continues the policies of` the great leader have personally met with the IDPs twelve times. Back on October 1 2003, during his presidential campaign, he held his first public meeting in the new settlements established in the Bilasuvar Region for the IDPs. During the meetings, Mr. Ilham Aliyev stated that not one tent camp would be left in the country.
    Mr. Ilham Aliyev's plan was fulfilled one year prior to the deadline. The remaining 7 tent camps were disestablished and 10,401 families (47,000 IDPs) living in them as well as in freight cars along the railway in the Barda and Imishli Regions and other places of temporary residence were settled in newly-established 36 communities with all the necessary social and technical infrastructure.
    With regard to the dispute over Nagorno-Karabakh between Armenia and Azerbaijan, Mr. Ilham Aliyev has participated in ntunerous meetings including 10 meetings with the President of Armenia, 29 meetings with the OSCE Minsk Group co-chairs and 99 meetings with leaders of various countries during his foreign visits.
    Despite all this, Armenia has refused to abide by the decisions issued by international organisations calling for a peaceful solution of the conflict, the liberation of occupied lands and the return of the refugees and IDPs to their native lands.
    This book discusses the numerous measures carried out by Mr. Ilham Aliyev in solving social problems of our compatriots who live as refugees and IDPs following their expulsion from their native lands as a result of the Armenian military occupation of Azerbaijani lands. Positive changes that have taken place in the lives of these people in the course of these measures have also been reflected in this book.

Effects of the military aggression on our country by Armenia's military forces in 1988-1993
    1. 20 per cent of Azerbaijan‘s territory, including Nagorno-Karabakh, as well as seven regions adjacent to it (Agdam - 77.4 per cent is under occupation, 22.6 per cent currently accommodates 76,830 inhabitants), Cabrayil, Fuzuli (81.3 per cent is under occupation, 18.7 per cent currently accommodates 54,670 inhabitants). Kalbacar, Qubadli, Lachin, Zangilan and a number of settlements located near the Armenian border: one in the Nakhchivan Autonomous Republic (Karki),13 in the Tartar Region (Chardaqli, Umudlu, Ortakand, Talish, Hasanqaya, Shixarx, Canatag, Chayli, Agdara, Kichik-Qarabay, Qiziloba, Agabayyali, Ulu-Qarabay) and seven in the Qazax Region Yuxari Askipara, Ashagi Askipara, Baganis-Ayrim, Xeyrimli, Barxudarli, Sofulu, Qizilhacili) have been under the occupation by Armenia's military forces for the past 16 years.

    2. Presently there are 986,586 refugee and internally displaced persons in the country. Of those
  • 250,000 are 1988-1993 refugees from Armenia
  • 50,000 are Meskhetian Turkish refugees from Central Asia
  • up to 700,000 are persons driven out of their places of residence in Nagorno-Karabakh and the seven surrounding regions, as well as from areas bordering Armenia and the occupied zone, as a result of Armenia's military aggression against our country in 1988-1993
    Refugees and IDPs were temporarily resettled in 69 cities and regions across the country.

    3. The cost of damage caused as a result of the aggression of Armenia's military forces exceeds 60 billion US dollars (the exact amount will be determined upon the implementation of the Big Brother programme).

    4. As a result of the military aggression 17,000 sq. km. of fertile land, 900 settlements, 130,939 houses, 2,389 industrial and agrarian facilities, 1,025 schools, 798 medical centres, 1510 cultural institutions, 5198 km. of roads, 348 bridges, 7,568 km. of water-supply lines and 76,940 km. of power-supply lines were destroyed. Cultural landmarks pertaining to Azerbaijani historical heritage were savagely razed. 12 museums, 6 exhibition galleries and 9 historical palaces were pillaged and set ablaze. 40,000 museum exhibits of high historic importance were plundered. 44 monasteries and 18 mosques were desecrated. In the 927 burned and obliterated libraries, 4,600,000 books and unique manuscripts were forever lost.

    5. 700,000 IDPs were resettled in over 1,600 communities, including tent camps, Finnish-type settlements, freight cars, public facilities, dormitories, dugouts, educational facilities, unfinished buildings, sanatoria, inns, vacation cottages, camping sites, and other temporary places of residence.
